Some Direct-to-Coinbase payout delays again

Unfortunately, Coinbase has been subjecting many of our sent Direct-to-Coinbase payouts to 72-hour delays again. Coinbase never clarified the cause or solution to this issue, and their support has been unhelpful. In the meantime however, any affected payouts will automatically process after 72 hours without any additional action.
