Policy change about Ethereum payouts

I wanted to make a note here about some changes to the documentation that will be effective today.
There have recently been some Ethereum payouts that are being issued to contracts that have run out of gas. In Ethereum, gas is expended regardless of what the receiving contract does, and that expense is unrecoverable. If the receiving contract is unfunded, then we still lose profit due to the contract creator's error.
Beginning today, customers may request repayment in a support ticket if the receiving contract is out of gas, but a penalty will be assessed equal to the amount of the fees lost in the first transaction. Currently, the penalty is around 25 cents, but due to the number of shrimp and drug games that are becoming popular recently, it's reasonable to expect this amount to increase dramatically in the coming weeks.
