Please review "end of liability" policy

I wanted to notify everyone, so that nobody can say that he or she is surprised, that we published an official "end of liability" policy in the documentation.
The policy formally documents which balances we consider in an "end of liability" state. Some examples include forked coins that were not claimed, and customers who fail to enter payout addresses in a timely fashion. "End of liability" balances are still held by the pool, but will result in a total loss to the customer if the system is ever hacked. The circumstances where balances can enter this state are limited and should be common sense, and they can almost always be paid if a customer takes a simple step to correct the issue.
