How can i lower my 'work restart delay'

Is this grafh of my work restart delay normal or more at the slower side?

For me it seems more to the slower side, but how could i improve this?(or has it just to do with ping since i am from europe(Belguim) and i guess that the pool is stated in the vs)
my internet speed shouldnt be a problem because the internet that we have is more then fast/stable enoufh.
(i got an antminer L3+ in case that this would help)
also my hashing speed is more to the lower side around 450-500Mh/s(i think that this has to do with thes 'slower' work restarts) and because of this i am also recieving less ltc then that i would earn from just straight of mining litcoin on litecoinpool.org where that i get between 485-520Mh/s (but this could also be some kind of luck factor).
