the network minim is .005
and you only have .003
No matter how low you lower the payout threshold, unless you are at the defualt you incurr a fee.
For the BITCOIN network, and as far as I know it alone, the threshold is very high, like over $500
and if you want a payout under that you pay the fee which is currently like $55? or $45-$55 somewhere in that range.
So until you have like $60 then you can actually get a payout...of like $5 and the rest will go to the network fees.
Which is why payouts in BTC is not advised unless you are willing to wait of have a large amount of hashing and can hit that quota often for payouts.

Why is the fee here so high, other pools like some PROP pools i know with 2% fees only charge 0.00010000 BTC TX with a min payout of 0.001 BTC

Those pools are losing money. The average bitcoin transaction fee is higher than 0.0001, so I'm not sure how they can do that.

Not sure either, but they would not do that if they would bleed money for the TX fee's, is it possible they use the lowest and slowest amount?

I use fee from 0.0000025 BTC/byte and above its work pretty nice. Its around 0.0005-0.0006 BTC per transaction. But its
real smaller than
$45-$55 somewhere in that range.
Is that true? about your fee (below default threshold) around 0.003 BTC ?

Yesterday's fees were $343.
The average transaction fee on the network is now $16 per person.

So what about this? I set the payout to 200 just to make sure payouts were working before setting my miner here permanently. I hit 200+ yesterday, expected payout today, never got it.

would need to see more, like what the current value is. The 254 is all time earned, the 61. is all you have in the bank that needs to yet be paid out.
But currently you are only payout eligible for 61 of the 200. Last night at midnight server time you had earned 61 of the 200 coins needed to send out your payment. That payout eligible needs to say over 200 payout eligible tonight when server strikes midnight in order for payout to trigger in the following 24 hours.
See if tonight the payout eligible gets a checkbox and goes over 200, then it will send out a payment in the next 24 hours.

My payout eligible amount has not changed all day and is at .015, under the threshold I set at .002 - but the dollar amount and bitcoin value has increased correctly.
Why?
