When will diff will be relaxed?
I'm waiting for get rid of ignored diff for a long time. Since diff was ignored, less profit occurred.
Everytime that diff being ignored, diff with reach to 524288 in 1 hours and that's gonna be hell to your miner. At least if you can't stop ignored diff, please don't make the ignored diff to 524288 every time that diff being ignored.

Just put in a difficulty for your hashrate that results in 240-300 shares submitted in 2 hours, about 2.5 shares per minute or less. Ideally the pool would like 120 shares per per 2 hours or 1 share per minute.
If you are submitting a share a second, 60 shares per minute or more, your difficulty will be ignored.
Remember it is not Hashrate that is the bottleneck to Prohashing it is share processing.
If I am submitting 2 shares a minute with a 500 Mhs L3+ and you are submitting 60 shares per minute with a 1.5 Mhs Futurebit Moonlander, you are using 3000% more pool resources than me. or I could run 30 L3+ (1500 Ghs) on Prohashing submitting 2 shares per minute and use the same resources as the 1.2 Mhs FutureBit Moonlander submitting 1 per second.
So if you are submitting more that 1 to 2.5 shares per minute you wasting pool resources, and therefore reducing the number of miners the pool can handle.
If we all understood this and voluntarily used a difficulty that resulted 1 to 2 shares submitted per minute then the minimum difficulty requirement would not be needed.

Ok i see where my shares are...from what i see from my 2hr shares count I am submitting on average 430 shares...good? Not good? Suggestions?

Not only does too high of a difficulty cause some folks to lose income, it just plain trashes the accuracy of the hashrate graph. Maybe that means the formulas that go into rendering the graph are bad, I don't know, but an accurate hashrate graph is important to many of us.
Bring back lower diffs and improve the graph!
