I have reached the payment threshold 3 weeks ago for my dimecoin balance and no wthdrawal yet. Please help. I have 2,124,300 DIME available.

ok, bear with the team, they've been working out bugs since the DDoS attacks, since its been three weeks have you tried contacting chris directly @ contact@prohashing.com? if not id recommend that as your next option

I should have received ETC payouts today, yesterday, and the day before.

When I check the ETC block explorer for my address, it shows the last payout was on June 18th -- however, Prohash stats show I've had payouts since then.

Is this where I should be entering a support request for this issue?

there is congestion on the eth network since the crash yesterday, hashflare also having eth issues.
