There is a priority setting in Antminer setting's window.
This is usually 0,1,2

Is there a way to make say two setting same priority so you can mine at two pools at the same time.
like 0,0,1

Is there a setting to make it so you can split TH to mine at two places at once?

On the antminer those aren't priority(not adjustable), those are failover pool orders.
As a pool goes offline the next one in order is attempted.
When a higher failover order pool comes back up it switches back.
