We are continuing to work on the errors in Cryptsy's LTC markets. Cryptsy's API was also down yesterday and this morning preventing trade in their markets. Please give us some time to resolve the issue.

still offline, seems to come and go but more time off than on,also a few of my payouts arnt happening like dime

The Dimecoin payout isn't occurring because its block chain isn't advancing. Until a new block appears on the Dimecoin chain, I can't get money from Cryptsy to our hot wallet and then from our hot wallet to you. Your payouts will be included in the next blocks, whenever they are found.
