Even with c=topcoin, I am not able to get any topcoin work.

because you cannot static mine a coin that already has max hashrate (determined by the server) assigned to it.
it became this way in a recent update, you can read about it in the updates discussions

Actually, you cannot static POOL mine a coin that already has a max hashrate.
There is no limitations on solo mining for anything at any level.
But before you get all happy and jump on TOPCOIN, may want to check when the last time ones has been found.
The coin seems to be broken.
Good luck mining it.
